NCB Announces the Election of Philip Greene, Jr. (Rear Admiral, USN-RET.) as Chairman of its Board of Directors

New York, NY — 12 May 2026 — NCB announced the election of Rear Admiral (USN-Ret.) Philip H. Greene, Jr. as Chairman of its Board of Directors. Greene has been an NCB member and active with the board since 2014. He will serve two, one-year terms as NCB’s Chairman, replacing Mr. Sean Dalton, whose term has concluded.

 

“Rear Admiral Greene’s decades of respected leadership in the industry and long-standing service to NCB make him an outstanding choice for Chairman,” shared Ian Lennard, NCB President & CEO. “His role will be instrumental as we continue advancing safety, compliance, and operational excellence across the global supply chain.”

 

Greene possesses extensive leadership and operational experience in the maritime sector. He served 32 years in the U.S. Navy, where he commanded two ships, a destroyer squadron and a combined joint task force. Upon retiring from the Navy in 2010, Greene was appointed to the senior executive service in the U.S. Department of Transportation (DoT), and subsequently served as the eleventh superintendent of the U.S. Merchant Marine Academy, Kings Point, N.Y., and then held the U.S. DoT Chair at the National Defense University, Washington, D.C. He later spent nearly a decade in the TOTE organization, retiring as Executive Vice President & Senior Advisor. Today he remains affiliated with TOTE as an outside director on the board of TOTE Services, LLC.

 

A native of Southern California, Greene graduated from the United States Merchant Marine Academy (USMMA) at Kings Point, New York. He is a graduate of the National War College (Master of Science in National Security Strategy) and the Naval Postgraduate School (Master of Science in Information Systems). In addition, he earned his merchant marine license as master (oceans, any gross tonnage).

 

In addition to his role as Chairman of the Board of NCB, Greene serves on the board for The Seamen’s Church Institute and the United Seamen’s Services. He is also a member of the American Bureau of Shipping and the Marine Society of the City of New York.
